Things that you do not need to pay VAT on include free samples of goods, free loans of business assets and free goods. Other free services are also exempt from VAT. In essence, there are a lot of things which can be charged as VAT. Sometimes there are supplies which are charged at different rates of VAT, the process of calculating what does count as VAT is known as apportionment. Furthermore, this can normally done with the help of a tax authority.
